Keep a static Card out of the tab order. Use Tab to reach links and buttons inside, then activate them with their usual keys.
Semantics
Use a heading level that fits the surrounding page. Avoid tabIndex values that add unnecessary focus stops or change the reading order.

- Choose a heading level that fits the surrounding page.
- If the whole card is a link, avoid nesting buttons inside it or triggering the same action twice.
- Keep static cards out of the tab order. Make only interactive controls focusable.
